The following sections define the roles to be played in the project by the participants. We anticipate that the list of participants will grow as further private sector partners are identified during the development of the testbed, and as we identify further participants in the test and evaluation program. In addition, other groups will be asked to participate in the process of defining user requirements. Since private sector partners and testing agencies will be expected to contribute toward the resources available to the project, we expect that the total cost-share contributed to the project will increase. However, the sections below describe only those agreements that are already in place.
